          We the undersigned propose to establish an agency in accordance with the provision of the voluntary Social Welfare Agencies (Registration & Control) ordinance 1961 (XL VI 1961). The particulars of the proposed Agency are;

         Rose HRD  Organization Swabi.

Article-I……… Name of the Organization.

The name of the Organization shall be Rose HRD Organization Swabi.

Nature of the Organization.

The Organization shall be non-governmental, non-profitable and non-political, working for vast welfare and capacity for up-lifting the living standards of the humanity, without any discrimination of caste, race, color and religion.

Article-II……..Area of Operation.

The operational area of the Organization shall be Swabi.

Article-III…    Office of the Organization.

The office of the Organization shall be located at Jehangira Road,

 Near Taj Mahal Hotel, District Swabi.

Article-IV……Aims & Objectives of the Organization.

  1. To help out & facilitate poor peoples of our society.
  2. To Support poor peoples in all issues related to them.
  3. To work for development of poor persons with disabilities.
  4. To work for the better education of orphan & destitute children.                         
  5. To Work in Health, Education and Environment (Ecosystem, Climate Change, Biodiversity, Wild Life and Mining). Reforestation and Clean Energy.
  6. To work for Women Empowerment.

Article-V… Members of the Organization.

Clause-1: Eligibility of Membership

  • Any person supporting the aims & objectives of the Organization and is above 18 years age shall be eligible for the membership of the Organization
  • Any person residing in the area of operation and who’s membership is approved by the executive body
  • Is loyal to Pakistan and the Organization
  • Agree to pay the prescribed fee
  • No employee of an Organization can become member of the Organization.

Clause-2: Membership

  1. Patron:

A person who pays Rs.1,000/-in lump sum to the Organization and whose association with Organization is helpful for promotion of the aims &objectives of the Organization shall be invited by the Executive Body to be the Patron.

  1. Ordinary Members:

Any person who apply on the prescribed form subject to the introduction and recommendation of the Executive Body on payment of registration fee of Rs. 100 and monthly fee of Rs.50/-

  1. Honorary Members:

Any person striving for the aims and objectives of the Organization can be nominated as an honorary member of the Organization by the Executive Body without any Payment.

Clause- 3  Procedure for Admission of Membership;

  1. Patron

Any person who fulfills the conditions laid down under article-V, clause-2 sub-section-1, may be invited by the Executive Body to become Patron of the Organization.

  1. Ordinary Members

Any person who fulfills the conditions laid down under article-V, clause 2 sub-section-2, may be invited by the Executive Body to become Ordinary member of the Organization.

  1. Honorary Members

Any person who fulfills the conditions laid down under article-V, clause 2 sub-section-3, may be invited by the Executive Body to become Honorary member of the Organization.

  1. Rejection of Membership

          A person whose application for membership is rejected by the Executive Body       can appeal to the general body whose decision will be considered as final.

Clause- 4

  1. The following members have the right to vote;
  2. Ordinary members
  3. The following members shall not have right to vote;
  4. Honorary members
  5. Members who have not cleared dues

Clause-5……….. Suspension, Cancellation and Registration of Membership

Members may be terminated in any of the following cases;

  1. For non-payment of subscription up to 30 days after due date. General Secretary will issue 15 days’ notice to defaulter members prior to the due date a second notice of 15 days will be given at the expiry of the notice period if the dues are not cleared as per second notice, the person concerned will  cease to be a member.
  • Absence from meetings (General & Executive Body).
  • A member who fails to attend three consecutive meeting without prior intimation or justification shall cease to be a member of executive body or general body as per following procedure.
  • The executive body should give a 15 days written notice to the defaulting member(s), during which he shall submit a written reply of his conduct.
  • During the event of explanation, being found unsatisfactory by the executive body may administer either a warning or may ask the member to resign from membership of the Organization.
  • In the event of the said member refusing to resign his membership when asked to do so, the executive body in a special meeting may decide the case with three-forth (3/4th ) majority of its total strength of the body.
  • For reasons to be recorded in writing the executive body with three-forth (3/4th ) majority of its total membership may suspend forthwith the membership of

the defaulter member maximum for a period of three months (90 days) during which the executive body shall be bound to take final decision.

  • Any member may on his own accord terminate his membership sending his resignation to the General Secretary. The executive body may accept his resignation providing all the outstanding dues are cleared to the satisfaction of the body.

Clause-6……… Restoration of Membership

  1. Membership of a member may be restored after payment of dues approval by the executive body.
  2. In case of his conduct being detrimental to the interest of the organization the executive body, if it is satisfied, may restore his membership after written assurance is given by him that he is not worked against the interest of the organization.

Article-VI…..  BRANCHES

No branch of this Rose HRD Organization Swabi exists

at this time; however in future if organization establishes, prior approval of the Registration Authority is mandatory.

Article-VII…….The Composition Power & Functions of the General Body and

Executive Body.

Clause-I…      The Organization shall consist of general body and executive Body.

Clause-II……… General Body

The general body of the Organization shall compose of the ordinary members.

Clause-III……. Power & Function of the General Body

  1. The general body shall determine the policy and the Organization and approve fiscal budget submitted by the executive board.
  • The general body shall hold election of the office bearers and members of the executive board and when due through/under supervision of social welfare officer
  • It shall approve the report and audited statements of the previous year submitted by the members and the matters referred by the executive body
  • The general body is empowered to amends in the constitution. It will be the registration authority to approve amendments proposed by the Executive Body
  • The general body shall alone be competent to take all policy matters.

Clause-IV……….. Executive Body

                     The Executive Body of the Organization shall compose of the following office bearers and members.

Clause-V………. Power and Functions of the Executive Body

  1. To act and represent the Organization in all matters and execute the policy decision of the general body.
  2. To invite, nominate, suspend, cancel or restore the membership of the person(s) according to the provision of the article (5) of the constitution.
  3. To appoint, suspend, punish or dismiss paid staff of the Organization of deemed necessary. It shall also determine the terms and conditions of the employment of the staff
  4. To prepare scheme, projects, budgets and progress reports and will be responsible for maintenance and case study of the office records and property etc.
  5. If a vacancy occurs in the Executive body, the Executive body can nominate cooperative members to fill the vacancy if half or more than half of the terms of the office is cover or otherwise the case may be referred to the General Body.
  • It shall prepare annual activity report, audited accounts and present them to general body for approval.
  • It shall fix date, time and venue of the general body meetings as and when due.
  • After the election, the executive body shall maintain a register of members and keep it up to date in which the names and addresses of the all the categories of the members of the Organization, mode of donation or subscription as the case may be.
  • The General body is empowered to make any amends to the constitution. It will be notified to the registration authority within 15 days to incorporate such amends in their record of the Organization.

Clause-VI…….. Powers & Duties of the Office Bearers

1………… President

  1. The President/Chairman should be the constitutional head of the Organization and shall preside all the meetings.
  2. He/She shall ensure that the provisions of the constitution are duly carried in all respect.
  3. He/She shall have the power to sanction expenditure up to Rs. 5000/- in each subject to approval by the executive body in subsequent meetings.
  4. Shall have the right of casting vote in any meeting in case of tie.
  5. Shall supervise the working of the Organization, guide and help the office bearers in discharge of their duties.
  6. He/She shall operate bank account jointly with the finance secretary of the Organization.

2………. Vice President

          Similar powers as that of the President in case of his absence.

3………. General Secretary

  1. The General Secretary shall act in consultation with the President.
  • The General Secretary in consultation with the President/President shall prepare the agenda, call meetings of the General Body and Executive Body in accordance with the provision of the constitution, prepare and put up the minutes of the last meeting for confirmation and maintain proper record of the same.
  • The General Secretary shall prepare the annual report of the work done by the Organization and submit it to the Executive Body or The General Body as the case may be.
  • The General Secretary shall be responsible for submission of the report and return as desired by the registration authority. The General Secretary shall conduct all correspondence on behalf of the Organization.
  • The General Secretary shall verify all of the bills; vouchers etc and get approval of the President and forward them to the finance secretary for security and payment as per rules.

4…………  Joint Secretary

  1. The Joint Secretary shall exercise all the powers and functions of the

     General Secretary in his absence and in his presence shall assist the

     General Secretary.

5……….. Finance Secretary

  1. He/She shall operate joint Bank accounts with the President. He/She shall arrange collection of donations, grants, aids, subscription & issue proper receipt.
  2. Shall deposit the amount in the bank account of the Organization
  3. Shall maintain register of the donors with names and addresses
  4. Maintain accounts of income and expenditures
  5. Prepare annual budget, quarterly reports and schemes for fund generation and obtain approval of the Executive Body.

6……… Office Secretary

Shall be maintained the office files, correspondences and other responsibility assigned by the President

7……. Information Secretary:

He shall give publicity to all the aims and objectives of the organization and publication of all such materials aimed at gaining help and support from line agencies, print and electronic media.

Article VIII: Meeting

Clause-I………… Annual General Body Meeting

  1. The General Body shall meet at least once in a year and shall call General Body Meeting.
  • Venue and date of the Annual General Body meeting will be decided by the Executive Body in a meeting with clear written notice of two week time.
  • In case of emergency, special meeting may be called with clear written notice of three days.
  • 2/3rd quorum will be necessary for each meeting.

Clause-II…….. Executive Body Meeting

  1. The Executive Body shall meet once in a month with written notice of three days.
  2. Special meeting may be called without advance notice with the direction of the President
  3. 2/3rd quorum will be necessary for each meeting

Clause-III…   Terms of the Office

  1. Terms of the office shall be three years for all the bearers of the office and members of the Executive body commencing from1st of July and ending on 30th of June.
  • Executive Body must hand over charge to the newly elected executive body within ten days of the election under supervision of the election board and in the presence of the District social welfare officer as member of the election board.

Clause-X……… Election

  1. Election of the office bearers and the executive members of the executive board shall be held once after 03 years.
  2. Before election, a three members election board other than the members contesting election will be formed which monitor and facilitate the election
  3. The members of the election board shall not be eligible for contesting election for the members of the executive body
  4. Election shall be held through secret ballot and each member shall have one vote.
  5. Office bearers and members of the executive body shall be elected in a general body meeting held on special date for which a notice being put on notice board in the premises of the society 15 days before election and shall be sent to all the members 15 days in advance
  6. Nomination papers of the candidates bearing signatures/addresses of proposed and seconding who are bona-fide members shall be submitted to the President of the election board one week before the election date. The candidate can withdraw within two days of the submission of the nomination papers.
  7. The executive body shall frame rules relating to the procedure of the election.
  8. The new election body after election must be approved /confirmed from Registration Authority.

Article-IX…..Financial Management

  1. The financial year of the Organization shall be from 1st July to 30th of a subsequent year.
  2. The funds of the society shall be kept in a scheduled bank approved by the registration authority (DSW)
  3. The chartered accountants shall audit the accounts of the Organization annually after the approval of Registration Authority.
  4. The money income and property of the Organization however derived shall be applicable solely towards the promotion of the aims and objectives of the Organization
  5. No promotion of the money, income and property of the Organization shall be paid directly by way of profit divided bond or otherwise to any of its member and their relatives
  6. The accounts shall be operated under joint signature of President and General Secretary
  7. Any subscription, donation or financial assistance etc shall be deposited in the bank within three days of its receipt.

Article-X……. Vote of No Confidence

Clause-I

Any member of the Organization who for some reason show no confidence on an office bearer or a member of the executive body shall inform the President of the executive body in writing to this effect

giving solid proof of the member attitude, misconduct, misusing powers delegated under the constitution or violating the aims & objectives of the society by laws/rules detrimental to the cause of the Organization

Clause-II

The President/Executive body shall give the said member a chance to clear himself within 15 days of the receipt of no confidence motion and after being satisfied that there are sufficient grounds to proceed against the member concerned.

Clause-III      The General Body shall with 2/3rdmajority decide either to remove such office bearer/member of the executive body or otherwise.

Article-XI……… Amendments in the Constitution

Clause-I        Amendments in the constitution shall be made in special General Body meeting called for the purpose.

Clause-II        Any member who wish to suggest amendment in the constitution may do so by writing to the executive body and the proposed amendments shall be circulated among the members of the general Body with a 30 days’ notice of the meeting at which the amendment is to be considered at least 30 days prior to the date of the meeting proposed amendments received from the member up to 7 days before the meeting may be put up for consideration.

Clause-III

The amendments must be approved by 3/4th majority of the total membership of the General body.

Clause-IV

The General Body may make changes in the constitution, preamble memorandum of article of the Organization, rules and regulation or bye-laws after due deliberation.

Clause-V

All the proposed amendments shall be forwarded to the Director, Social Welfare KPK Registration Authority for approval. Till approval the amendments shall remain invalid.

Clause-VI

The proposed amendments should be rooted through the concerned Social Welfare Officer to the registration authority.

Article-XII…….. Role of Social Welfare Officer

Clause-I

District Officer Social welfare may attend any meeting of the Organization and/or any of its function.

Clause-II

District Officer Social welfare officer can check account and any other record of any agency at any time and all relevant record will be provided whenever demanded.

Clause-III

The District Officer social welfare officer can pay visits to the Organization and can inspect any document without any prior intimation or notice.

Article-XIII……. Dissolution of the Organization

Clause-I

                     The Organization shall be dissolved in accordance with section 11 & 12 of the voluntary social welfare Agencies (Registration & Control) Ordinance 1961.

BRIEF PLAN OF OPERATION

The plan of operation of the Rose HRD  Organization,  Swabi, KPK, Pakistan,  In accordance with aims and objectives of the organization will be as following.

  1. Provision of Free Ambulance Service.
  2. Tree plantation, soil conservation, and reforestation.
  3. Social and community development through active participation.
  4. Provision of religious and adult education to promote literacy.
  5. Distribution of Free Uniform, Books among orphans.
  6. Organizing Cleanliness Campaign in every Month in our village.
  7. Protection of Environment, Ecosystem, and Biodiversity.
  8. Work for Women Empowerment and to make easy access for women and girls to Education, Health facilities, Sports, Work, and Financial Resources.

  1. OFFICE ADDRESS/ ACCOMODATION:

The office of the organization is located at Jehangira Road ,Near Taj Mahal Hotel District Swabi having one room, one meeting hall, and one wash room.

  • OFFICE FURNITURE:

The organization has 2  revolving chairs, 15 chairs, 4 office tables, 3 computer tables, 3 computer chairs, 2 racks, 3 cupboards and 2 white boards.

  • OFFICE EQUIPTMENT:

The organization ha ,one printer and one laptop with two computers.

Future Plan of Operation:

The Fundamental objective of our welfare organization is to work for the welfare of the people with complete determination and concentration in Distt; Swabi, Buner and all Districts of KPK.

OUR FUTURE PLANS ARE AS UNDER:

  • To Support poor peoples in all issues related to them.

  • To work for the better education of orphan & destitute children.
  • To work for Tree Plantation, Soil Conservation.
  • To reduce Carbon dioxide and produce Oxygen.
  • To play role in Climate Change, ecosystem and Biodiversity.

Minutes of the First Meeting

The first meeting of the Rose HRD  Organization Swabi was held in the main office located at Jehangira Road District Swabi dated 12-12-20223. The members show their full co-operation and support in promoting the aims & objectives of the Programme.

During the said meeting various options about Programme extension and expansion were discussed.

Following are the key points of the meeting;

  1. Contact NGOs/Donors for fund rising.
    1. Contact communities for identification of proposed buy necessary equipment’s for the Programme.

The meeting was ended with an enthusiastic manner with the hope of bright future and successful completion of the sacred mission of the Rose HRD Organization Swabi to address & facilitate the people facing trouble & financial Constraints in District Swabi.

Minutes of the Last Meeting

The last meeting of the General Body of the Rose HRD  Organization, Swabi was held on 12-12-2024.The agenda points of the meeting were;

  • Introduction of members
  • Status of the ongoing projects and activities
  • Interventions in other community infrastructure projects
  • AOB

The meeting was chaired by the President of the Programme, with opening remarks, followed by a welcome note. Thereafter, all the participants introduced themselves and their contribution to the aims and objectives of the Programme.

During the meeting, progress of the projects and activities under the Programme during the previous year were shared and discussed. All the members showed their utmost satisfaction towards the progress and impact of the projects under the Programme.

The general secretary shared the progress report and the status of the current ongoing projects and activities. The President asked the members to work in close association of the community and advised the field staff to complete the project within the due time so as to bring benefits to the community as soon as possible.

The members were made aware by the President about the new and proposed interventions of the Programme.

GADOON INCIDENT HELP:

   The President contacted Mr Sultan Shah School Teacher of Bada Village.

He was present at the incident place.

He advised us to bring cooked food only, and to bring Gintri , Kodaal and Belcha hor help.

To create sportsmanship in Youngers we arranged cricket matches in Sheikh Jana, Yar Hussain and Kernel Sher Killi, in June and July 2025.

Rose HRD Organization Swabi main manifesto is to work for peace prosperity & for the rights of poor peoples in District Swabi, Buner & particular in all Districts of Khyber Pakhtunkhwa and hopeful to extend our facilities to the whole country. We intends to Provide free ambulance service to our village with the hope to enhance this facility to the district as well as to our province.

Our second most important mission/goal is to jointly work for our drug addicts in order to provide full facilitation & rehabilitation for the motive to prevent them from any type of toxic.

Community development is also the most important subject to our organization we intends to organize as much as sessions in grass root level with the aim to aware general masses about the welfare of community & provide much opportunity to our community members for the joint headway to a prosperous future.

We also planning to extend our facilitation to our orphan children living in district Swabi & provide them free food, Uniform, Accommodation & other necessary requirements of life for the motive to make them a respectable citizen of our society & make them able to earn money in a respectable way.

We are fully committed to provide basic needs of life to the poor peoples, because they are the most effected class of our society from the current situation.

Rose HRD Organization is fully aware of the life of widows and we ensuring our full support throughout their life including education of their orphan children, purchase of food items for them on monthly basis& we also committed that to help out him in cash as well. In this regard we are also planned to take government line departments on board to ensure their presence in an ordinary situation. In addition we are hopeful to give technical training to the vulnerable peoples of our society for the purpose to make him a respectable citizen and make him able to earn money in a respectable way.

Rose HRD Organization has a mechanism to safeguard against the violation & abuse of beneficiaries including sexual exploitation and abuse.

Rose HRD Organization has a code of conduct to be strictly followed with Professionalism, Efficiency, Integrity and Dignity.

Rose HRD Organization has zero tolerance policy against this code of conduct.

This code of conduct sets out clearly the leadership expectations for behavior in to the areas of integrity, objectivity, confidentiality, and professional competence with strong and unbreakable character. It helps to ensure that employees and local communities are comfortable, safe and secure in their working environment.

This code of conduct has a few example like;

 – Any type of sexual activities with children below 18 years of age,  wherein mistaken belief in age is not a defense.

 – Provision of children or adults to procure sexual services to others.

 – Exchange of money, employment, food, goods or services for sex with even prostitutes or any other member of the  Local Communities.

 – Visits to brothels or places which are declared as “Off-Limits”.

     Any violation of this code of conduct is considered to be a misconduct.

     Any type of misconduct about  sexual exploitation and abuse will be investigated and may lead to drastic disciplinary  actions e, g,

 Summary  dismissal , suspension, immediate repatriation and in the case of contractual partners, termination of the contract.
